An audit by the Nebraska Public Employees Retirement Board was conducted in August and its findings suggested replacing Sullivan because of poor communication between her, managers and staff, as well as a widespread sense of fear that has lowered morale and created a hostile attitude by the PERS chairperson towards legitimate oversight. “It was all done behind closed doors,” Gerke said.
