Richard Strong knows a thing or two about timing. Last month the 61-year-old resigned as chairman of the board of directors of Menomonee Falls, Wisconsinbased Strong Mutual Funds, which he founded in 1974, after government investigators accused him of making about $600,000 over a five-year period for himself, friends and relatives by rapidly trading his firm’s mutual funds.
