Gary Gensler, chairman of the U.S. Commodity Futures Trading Commission, testified before the House Agriculture Committee that the CFTC would likely miss the July deadline for implementing some of the new derivatives regulations. Gensler also told lawmakers that the agency does not have the budget to enforce the measures.
