Thomas Gallagher leads the two-­member ISI Group team to No. 1 for a sixth straight year (and for the seventh time in the past eight years). Gallagher “is a ­really good combination of someone ­who’s a Fed watcher but can also do politics,” declares one ­backer. The 54-year-old researcher predicted in January that the Federal Reserve Board would switch gears and adopt an “aggressive easing” of interest rates; the Fed has since lowered its benchmark overnight lending rate four times, through mid-­September. The Stanford Group Co. team led by Edward Garlich Jr., repeating in second, offers a “tremendous breadth of coverage,” according to one ­client. Among the 16-­­member team’s best calls was a January prediction that booming sales of military equipment would continue. By mid-­September the Department of Defense had awarded $200 billion in new contracts. Leslie Alperstein guides the Washington Analysis Corp. squad from runner-up to third. In February 2007 the team predicted that the Federal Communications Commission would allow the ­merger of the ­only two satellite ­radio ser­vice providers in the U.S., New York’s Sirius Satellite Radio and Washington’s XM Satellite Radio Holdings. The FCC approved the plan in ­July 2008.
