The European Union plans to propose that bondholders take the hit for bank losses. In a draft consultation paper expected next week, the EU’s executive commission is proposing giving national resolution authorities “additional writeoff” powers to implement the new system. It would begin with write-downs of equity and subordinated debt, followed by senior debt. Under the proposal, senior debt would be written down only as necessary to ensure credit institutions are returned to solvency.
