VIDEO: CFTC to Finish New Derivatives Rules by September

The Commodities Futures Trading Commission will finish the new rules on derivatives trading by the end of September, Bart Chilton tells Institutional Investor.

The Commodities Futures Trading Commission will complete work on its new rules for trading and clearing derivatives in September, Bart Chilton, a CFTC commissioner, told Institutional Investor at the recent TradeTech conference in New York City.

Chilton said delays to date have in part reflected the fact that the rulemaking process has been “bastardized” by bad-faith demands from industry for cost/benefit analyses.

Chilton also said that the CFTC was looking into the effect that “massive, passive” investors have had on energy prices, and is concerned that efforts to claw back missing customer funds from MF Global have been delayed by the United Kingdom’s treatment of funds located there.
