A number of lenders shifted loans out of foreclosures and back into the serious-delinquency category in January, resulting in an 11.4% decline in the former and slight increase in the latter, according to Lender Processing Services. LPS also reported that the number of foreclosure starts in January was down 20% from a year earlier, while the delinquency rate inched up less than 1% to 8.9%, but was about 19% lower than the nearly 11% recorded in January 2010.
