Retailers such as Wal-Mart attempting to open so-called industrial banks will have to wait at least a half-year to get their applications OK’d, as the Federal Deposit Insurance Corp. has imposed a six-month moratorium on approving such applications. The move comes as an estimated 100 members of Congress have urged the FDIC to give them the opportunity to come up with legislation that would bar commercial companies from owning banks. The oft-reported fear is that a retailer-owned bank would compete with community banks, and Wal-Mart has pledged not to enter consumer-lending or branch-banking business, but rather would use the industrial bank to handle the millions of credit card, debit card and electronic check payments it processes annually, according to the Associated Press.
