The Chinese People's Political Consultative Conference's 10th National Committee's Standing Committee member, Wu Jinglian, said that the country has not been able to shift its economic growth mode. Jinglian named the four obstacles for the inability in shifting the growth mode. The four factors are: excessive power of governments at all levels in distributing resources, pursuit of political achievements by certain officials, pressure of taxation and financial revenues on industrial output, and the distorted pricing system for key means of production and resources. Of late, several Chinese leaders have urged the country to adopt a scientific development concept. They urged for shifting the country's economic growth mode from one based on high resource consumption and heavy pollution to a resource-saving and environment-friendly one. However, the above-mentioned factors are creating stumbling blocks n China's efforts to achieve the economic growth shift.
