With anywhere between £400 million (US$736.6 million) and £5 billion (US$9.2 billion) laying in dormant bank accounts in the U.K. for more than a decade, the Commission on Unclaimed Assets has proposed putting the money to good use with the creation of the Social Investment Bank. In a consultation paper released yesterday, the commission says the leftover cash would be used to capitalize the new bank, which would use the funds not as donation to the poor but through a number of financial instruments such as loans and grants to charities, volunteer organizations and community groups. The new bank, which hopes to attract additional capital to the venture, says the institution is being built with the intention of providing support to these organizations in an effort to help them make a lasting impact on disadvantaged communities.
