The largest mortgage-servicers in the U.S. have received what has been described as a code of conduct for dealing with troubled borrowers. Sources said the 50 state attorneys general together with several federal agencies sent a 27-page proposal to the banks outlining how to treat borrowers during loan modifications, including a measure that could require banks to offer loan write-downs, which lenders have resisted.
