Royal Dutch Shell is seeking to expand its upstream and downstream business in Vietnam, Financial Times reports. The Anglo-Dutch company is considering helping the country build its first liquefied natural gas (LNG) terminal and potentially bidding for new oil exploration licenses.

Shell intends to sign a memorandum of understanding with the government to lay out the structure for closer cooperation in sectors, including LNG. Shell was eying a 25 percent to 30 percent stake in fuel importer and distributor Petec.
