Large financial institutions are planning a campaign to persuade regulators that imposing significantly higher capital requirements on big banks could hurt the economic recovery and not achieve its goal of reducing risk, among other things. The effort comes after regulators have suggested a capital buffer for systemically important financial institutions of between three percentage points and 10 percentage points.
