The United Arab Emirates is close to creating a domestic market for government bonds and securities. Speaking at a conference in Abu Dhabi, Obaid Humaid Al Tayer, minister of state for financial affairs, said his office has already established a public-debt management office to develop debt-management strategies and study potential risks.
