The European Union is considering placing restrictions on the proportion of commodity derivatives market a single trader can control as a way of reining in excessive speculation, according to Michel Barnier, the EU commissioner for internal markets and services. Barnier said the proposals could affect both derivatives traded on exchanges and over the counter, and will be included in draft laws on market abuse and transparency.
