Ann Combs, who has headed the Department of Labor's Employee Benefits Security Administration since the Bush Administration took over in 2001, could leave her post at the end of October, according to people familiar with her plans.

Combs' departure would come as EBSA faces the task of writing regulations to implement the recently-signed Pension Protection Act. As a result, the regulations could be delayed.

Industry insiders speculated that senior EBSA official Alan Liebowitz might be named acting assistant secretary of Labor to push the work along. There was talk Combs' next move might be to head the Washington office of some financial firm. Gloria Della, a DoL spokeswoman, could neither confirm nor deny Combs' status.
