The Federal Reserve Board is said to be considering an expansion of its bank-capital review to include smaller financial institutions—those with assets of $50 billion or more. Observers say the Fed would like to include more banks in its annual review to reduce the chance of another taxpayer-funded bailout from occurring in the event of another crisis.
