Hector Sants, the current ceo of the U.K.’s Financial Services Authority and expected head of the successor Prudential Regulatory Authority, says he wants the new agency to have the explicit power to investigate bank failures and to publicize its findings. Sants said having explicit authority to investigate would help avoid a repeat of the Royal Bank of Scotland probe, which was closed without explanation because of confidentiality rules.
